Liz is a consultant with Decipher Health Strategies. She has over 15 years of experience working on Medicaid policies related to eligibility, enrollment, reimbursement, care management, administration, and financing. For nearly a decade, she tracked policy changes and assessed potential impact on beneficiaries, providers, health plans, and the New York State budget on behalf of the United Hospital Fund’s Medicaid Institute. She also previously worked at the National Women’s Law Center, where she provided policy analysis and advocacy on issues relating to health insurance access, Medicaid and reproductive rights. She received both her master’s degree in public policy and bachelor’s degree in political science from Johns Hopkins University.
